Hon. Jeffery Marcey was born on 11 Dec 1591 in Knutsford, Cheshire, England and died on 9 Nov 1676 in Salem, Essex County, Massachusetts, North America. He married in 1625 in Wybunbury, Cheshire, England to Ellen Unknown. She was born in 1601 in Cheshire, England and died in Jun 1680 in Salem, Essex County, Massachusetts, North America.

In 1630 he immigrated from England to Massachusetts, North America and his first residence was in Salem, Massachusetts. He was Deputy to the Massachusetts General Court on 13 Mar 1638/39. He was one of three members of Salem who was on the "committee appointed to value in livestock in every town, which are required to value them under their worth." On 27 Mar 1643 he was on the Committee on boundary between Salem and Ipswich. He was on the Essex Jury on 27 Jun 1636, 27 Sep 1636, 27 Dec 1636, 27 Mar 1638, 26 Jun 1638, 25 Sep 1638, 25 Dec 1638, 25 Jun 1639, 24 Sep 1639, 31 Dec 1639, 31 Mar 1640, 29 Dec 1640, and on 29 Jun 1641. He was on the Grand Jury on 25 Jan 1641/42, 26 Dec 1643, 9 Jul 1644, 31 Dec 1644, 30 Nov 1652, 28 Jun 1653, 28 Nov 1654, 26 Jun 1655, 25 Nov 1656, 24 Nov 1663. He was on the Petit Jury on 27 Dec 1642 (discharged), 30 Dec 1645, 6 Jul 1647, 26 Jun 1649, 25 Jun 1650 (foreman), 24 Jun 1651, 25 Nov 1651, 29 Jun 1652, 20 Oct 1653, 28 Jun 1659, 26 Jun 1660, and 25 Jun 1661. With two other people, Jeffrey Massey's position as a juryman from Salem was challenged by Margaret Weston at the January 1637/38 Term of court. Unfortunately there is no record of the grounds for her complaint. He evidently withstood the challenge since he served in the March 1638 court. Coroner's jury on the drowning of John Balch, 16 February 1661/2. He was Selectman of Salem in 1635, 1637-40, 1642, 1643, 1645-49, 1651, 1652, and 1654-57. He was Clerk of the writs in 1647. He was Rater of Salem on 11 Sep 1637. He was Auditor in 1640 and 1645-47. He was Clerk of the Market in Salem in 1648. He was Constable of Salem in 1645. He was repeatedly Surveyor of Salem unil 1658.
In 1636 in Salem he received seventy five acres in the freeman's land at Maackerell Cove. He was granted half of an acre of marsh on 25 Dec 1637 with household of three. On 3 Mar 1637/36 he along with Richard Brackenbury were granted fifty acres of land adjoining the Mackereel Cove grant "in consideration that they had fifty acres of rocks granted them formerly." On 21 Jan 1639/40 he was granted twenty acres of upland and five acres of meadow and in 1651 his four acres that was granted to him was chosen in the summer.
His will was dated on 6 Nov 1676 and proved on 29 Jan 1677 in Salem, Suffolk County, Massachusetts, North America. His inventory was taken on 25 Nov 1676 by Henry Skerry, Sr. and Francis Skerry and was allowed on 26 Jun 1677 and totalled at 163 pounds, 12s, 6d. His annual wage was 5s.
